Welsh Local Government Decarbonisation Planning Review Interventions – Transport (Blaenau Gwent CBC) 

The Welsh Local Government Decarbonisation Planning Review on the current state of Decarbonisation Planning in Welsh Local Government analysed interventions listed in councils’ Decarbonisation plans were according to four priority areas including Buildings, Mobility and Transport, Procurement, and Land Use. These areas reflect the priority areas identified by Welsh Government Net Zero Carbon 2030 for public sector.  

 

Blaenau Gwent County Borough Council–has established a depot for trucks and vehicles which has factored in the business case for Electric Vehicle charging points as well as developing skills and training for maintenance of the site.

Locality Response Service to support Vulnerable People (Blaenau Gwent CBC) 

Blaenau Gwent County Borough Council pulled together a Locality Response Service staffed by redeployed staff to support the increased demand for non-statutory support related to COVID-19 restrictions during the height of the pandemic and to protect front line social care. This service worked closely with the Third sector to provide ongoing support through this time for residents. Residents have been supported with grant applications, food banks, ongoing referrals for specialist support such as mental health, Gwent Drug and Alcohol Support, supporting people services and social services if required. At the beginning of lockdown and through the summer the council dealt with over 1000 requests for help with shopping, collecting prescriptions and other befriending activities. As restrictions eased and shielding paused, the council looked at options to scale back the service. The team directly contacted all open cases to ensure they could transition into a more sustainable support arrangement. 

Using data in a more insightful way to target support for those most vulnerable (Blaenau Gwent CBC) 

As part Blaenau Gwent County Borough Council’ s response to supporting the most vulnerable during the pandemic, virtual locality response teams mapped local assets and support, such as community groups, businesses etc. in a locality to enable the community to support itself. The Council also collected data to identify those who may have needed more support, such as those on the shielding lists. Councillors were a vital contributor to the collection of this data given their local knowledge of residents in their ward.  The Council were able to match volunteers to individuals to provide the support they needed.  It has also helped them better understand resident’s life experience, some of whom have fed back on how they welcomed the interaction in this way. The Council are working on remodelling the next phase of the service linked to existing delivery such supporting people and community connectors.
