Councils in Wales are facing an unprecedented set of challenges and leadership by councillors and senior managers has never been more important than now. The drive to provide better outcomes for citizens in key public services and to promote local economic growth must continue at the same time as realising savings on a very large scale.

As a consequence, public services are being ‘rewired’ and innovative new models of service delivery are being developed. This includes further integration of services across health and social care and beyond and, increasingly, the creation of vehicles for trading and income generation. All of this is taking place against the backdrop of pending local government reorganisation.
